Vision and values

The Central Electoral Commission of the Republic of Lithuania (hereinafter referred to as "the Central Electoral Commission") is a permanent supreme state institution for organising and conducting elections and referendums, provided for in the Constitution of the Republic of Lithuania. Moreover, the Central Electoral Commission is a coordinating institution implementing Article 20(1) and (2) of Regulation (EU) No 2019/788, as well as an information center, as it has been foreseen in Article 2(10) of Regulation (EU) No 1141/2014. 

The mission of the Central Electoral Commission is to create conditions and to ensure opportunities for the citizens and residents of the Republic of Lithuania to express their will in democratic, general, equal elections and referendums based on direct suffrage and secret ballot. 

The vision of the Central Electoral Commission is to become a leading member of control of the financing of political parties and political campaigns of the European Union and the North Atlantic Treaty Organization (NATO). Moreover, the ensuring of more efficient management process of incoming complaints, and their timely investigation and the inevitability of committed infringements; more effective and extensive monitoring of political advertising; the adaption of all polling stations and voting procedures for voters with disabilities.

The main values ​​of the Central Electoral Commission are regulatory compliance, openness, and impartiality, continuity and stability, fairness and accountability, appropriateness and professionalism, tolerance and collegiality.
