The forthcoming elections in 2019

In 2019 three general elections will take place in Lithuania: Elections to the Municipal Councils, Elections of the President of the Republic and Elections to the European Parliament. The elections are organised and conducted in the manner prescribed by the Law. The following information provides details about each upcoming election: a date of the election, a link leading to the section of the website of the Central Electoral Commission about the particular elections and who can and cannot take part in the elections.

The forthcoming elections in 2019

Elections to the Municipal Councils on March 3, 2019

Elections to the Municipal Council will be held on the 3rd of March 2019. In order to be eligible to vote in these elections, a person shall be a permanent resident of the respective municipality and be 18 years of age on the polling day.

What concerns the requirements for those who want to stand as candidate, any permanent resident of a particular municipality, who is at least 18 years of age on the polling day, may be elected as a member of the council of that municipality; a citizen of the Republic of Lithuania who may be elected as a member of the council of a municipality may be elected as the mayor of that municipality.

There are certain exceptions related to who may not be elected as a municipal councillor: 1) a person who has not completed a court-imposed sentence at least 65 days before elections, as well as a person who has been declared legally incapable by the court; 2) a citizen of a foreign state whose passive voting right has been restricted by the court in the state of which he is a citizen; 3) a person who on polling day is in the active or alternative national defence service, as well as a serviceman of the professional military service or an officer of a statutory institution or establishment, who has not been transferred to the reserve or has not retired at least 65 days before elections and whose participation in political activities is restricted under special laws or statutes.

It should be noted that in these elections a permanent resident of a particular municipality is any citizen of the Republic of Lithuania who, not less than 90 days before polling day, declared a place of residence in that municipality.

 

Elections to the President of the Republic on May 12, 2019 

In the Elections of the President of the Republic of Lithuania, which will be held on the 12th of May 2019, the right to vote is enjoyed by citizens of the Republic who are 18 years of age or older on the polling day.

To be eligible to be elected as a President of the Republic, a person shall be a citizen of the Republic of Lithuania by birth, has lived in Lithuania for at least the past three years, reached the age of 40 prior to polling day, and shall be eligible for election as member of the Seimas of the Republic of Lithuania.

A person who has grossly violated the Constitution of the Republic of Lithuania or broken the oath and who has been removed from office or his mandate of the Seimas member has been revoked by the Seimas in accordance with impeachment proceedings, may not be elected a President of the Republic. The same person may be elected a President of the Republic for not more than two consecutive terms.

 

Elections to the European Parliament on May 26, 2019

Elections to the European Parliament will take place on the 26th of May 2019. To participate a person shall be a citizen of the Republic of Lithuania or a citizen of other Member States of the European Union, permanently residing in the Republic of Lithuania, and on the day of elections, be 18 years of age.

To be elected as a member of the European Parliament in the Republic of Lithuania, a citizen of the Republic of Lithuania or any other citizen of the Member State of the European Union shall be permanently residing in the Republic of Lithuania, be at least 21 years of age on the polling day, and do not stand as a candidate in elections to the European Parliament in any other Member State of the European Union.

There are certain exceptions related to who may not be elected as members of the European Parliament: 1) persons who, by the reference date, have not yet served their sentence imposed by the court, as well as persons to whom the application of compulsory medical measures imposed by the court, has not ended by the reference date, and persons who have been declared legally incompetent by the court; 2) a person who on polling day is in the mandatory or alternative national defence service, as well as a serviceman of the professional military service or an officer of a statutory institution or establishment, who has not been transferred to the reserve or has not retired before the reference date and who may not participate in political activities under special laws or statutes; 3) persons who, on request of electoral committees, refuse to declare whether they satisfy the requirements of this Article.
