All citizens of the Republic of Lithuania who have the right to vote shall be entered on the electoral roll of the Republic of Lithuania according to the data of issuance of the document (passport or identity card) confirming the citizenship, and according to the population register of the Republic of Lithuania. Rolls compiled according to these data shall be provisional.

Compiling, checking and keeping of electoral rolls shall be organised by the Central Electoral Commission on the basis of the information furnished by state and municipal institutions and establishments as well as electoral committees.

Provisional electoral rolls with changes done therein and acknowledged in the procedure established by the Central Electoral Commission shall be, not later than 10th of May, approved as final electoral rolls. Changes in final electoral rolls may be made only subject to the consent of the Central Electoral Commission.
